Betting agents: licences, rules and the risks to know first

Before anyone signs up as a betting or lottery agent, they should understand the licence rules, the responsibilities and the harm it can do. This is that briefing.

What an agent actually is

Licensed sportsbooks and lottery operators appoint agents who run a branded shop or an online sub-account. The agent takes customer stakes on the operator's behalf and is usually paid a share of turnover. That means the agent is part of a regulated gambling business, with the same legal duties.

Licensing and rules

In Nigeria, gambling is licensed by the National Lottery Regulatory Commission and by state gaming boards (for example the Lagos State Lotteries and Gaming Authority). In the UK, the Gambling Commission licenses operators; in the USA, rules differ by state and many states prohibit it. Operating without the right licence or permit is an offence. Ask the operator for their licence number and check it with the regulator before you agree to anything.

The risks

  • Legal: unlicensed operation, underage customers and anti-money-laundering failures carry penalties
  • Financial: agents can be liable for shortfalls in their float, and income swings with customers' losses
  • Harm: gambling addiction hurts customers and their families, and agents see it first-hand
  • Reputation: payment providers and banks treat gambling as high-risk

Responsible-gambling duties

Licensed agents are expected to refuse under-18s, never extend credit, never stake their own float, display help information, and refuse customers who show signs of harm. If you can't commit to that, this isn't for you.

Where to get help

If gambling is hurting you or someone you know, talk to someone you trust and contact a support service. In the UK, GamCare (0808 8020 133). In the USA, 1-800-GAMBLER. In Nigeria, ask your doctor or a counsellor for a referral.
